Fou director de l’observatori d’Armagh (Irlanda) (1882-1916) i president de la Royal Astronomical Society (1923-26). Elaborà el segon catàleg d’Armagh (1886), on hi ha catalogats 3 300 estels, i el New General Catalogue of Nebulae and Clusters of Stars (1888), que completà fins localitzar gairebé 13 000 galàxies i cúmuls estel·lars. Estudià tots els models planetaris proposats fins al s XVII. Entre les seves obres destaquen Tycho Brahe, a Picture of Scientific Life in the 16th Century (1890) i History of the Planetary Systems from Thales to Kepler (1906).
